Product registration & certification

Many products need registration or certification before they can be sold in China. Food producers must register with China's General Administration of Customs (GACC) through CIFER, under Decree 280 from 1 June 2026. Listed electrical and other products need China Compulsory Certification (CCC), and cosmetics, health foods and medical devices need filing or registration with their regulator.

Good to know

  • Company registration, product registrations, trademark filings, accounting and PRC legal work are carried out with licensed Chinese agents, accountants and lawyers. You deal with one contact.
  • Under Decree 280, from 1 June 2026 Chinese importers must declare the overseas food producer's GACC registration number. Shipments from unregistered or expired producers cannot clear customs.
  • Products on China's CCC catalogue must be certified before they are imported, sold or used in China.

Questions

What is CIFER?

CIFER is the China Import Food Enterprise Registration system run by China's General Administration of Customs. Overseas food producers, processors and storage facilities register there before exporting to China.

What changed on 1 June 2026?

GACC Decree 280 replaced Decree 248. It keeps the two main routes (home-authority recommendation for higher-risk foods, direct application for others), adds list registration for some countries, and requires the producer's registration number in the importer's customs declaration.

Should we set up a WFOE or a representative office?

A representative office can do market research and liaison, but it cannot sign sales contracts or invoice customers in China. A WFOE can trade, invoice and hire directly. We compare both for your plans.

Should I register my trademark in China before exporting?

Yes. China uses a first-to-file system, so the first applicant usually gets the mark. File before you share your brand with distributors or factories.
